LEGAL NOTICE TOWN OF OTISCO NOTICE OF MANDATORY REFERENDUM

NOTICE IS HEREBY GIVEN that a mandatory referendum will be held in the Town of Otisco, County of Onondaga, State of New York on August 27, 2024, for the purpose of voting on the adoption of a local law subject to mandatory referendum.

REFERENDUM DETAILS:

The proposition to be voted upon is as follows:

Proposition No. 1: Shall Town of Otisco Local Law No. 7 of 2024 entitled “A Local Law to Abolish the Elected Position of Tax Collector and Transfer the Tax Collection Functions to the Town Clerk” be approved?

A copy of the Abstract of the Proposition and the proposed Local Law are available for inspection and copying at the Town Clerk’s Office, 1924 Barker Street, Tully (Otisco), NY 13159 during the Town Clerk’s regular business hours (9:00 AM -1:00 PM Tuesday-Thursday).

BRIEF DESCRIPTION OF THE LOCAL LAW: The Town of Otisco Town Board desires to streamline operations, reduce costs, and improve efficiency in the administration of the Town’s tax collection process. To accomplish this, the intent of the proposed Local Law is to abolish the elected position of Tax Collector in the Town of Otisco and transfer all duties and responsibilities associated with the tax collection functions to the Town Clerk.

POLLING PLACES AND HOURS:

The referendum (vote) will take place on August 27, 2024 at the Town of Otisco Town Hall, 1924 Barker Street, Tully (Otisco), NY 13159. The polling place will be open from 6:00 AM to 9:00 PM.

EARLY VOTING:

Early voting for the mandatory referendum will be held as follows:

Dates: August 6, 7, 8, 13, 14, 15, 20, 21, and 22, 2024 when early voting ballots may be completed and deposited in the ballot box at the Town Hall between the hours of 9:00 AM -1:00 PM on these days.

Place and Times: Town of Otisco Town Hall, 1924 Barker Street, Tully (Otisco), NY 13159 from 9:00 AM -1:00 PM on the dates specified above.

All registered voters in the Town of Otisco are eligible to participate in early voting.

ABSENTEE BALLOTS:

Absentee ballots are available for eligible voters who are unable to vote in person on August 27, 2024 due to:

  • Absence from the county on August 27, 2024.
  • Temporary or permanent illness or physical disability.
  • Duties related to primary care of one or more individuals who are ill or physically disabled.
  • Being a resident or patient of a Veterans Health Administration Hospital.
  • Detention in jail/prison awaiting trial or for a conviction for an offense other than a felony.

APPLICATION FOR ABSENTEE BALLOTS:

Applications for absentee ballots may be obtained from the Town Clerk’s Office at the Town of Otisco Town Hall, 1924 Barker Street, Tully (Otisco), NY 13159 during the Town Clerk’s regular business hours (9:00 AM -1:00 PM Tuesday-Thursday). Requests for absentee ballots can be submitted as follows:

By Mail: Postmarked no later than August 20, 2024.

In-Person: At the Town Clerk’s Office at the Town of Otisco Town Hall, 1924 Barker Street, Tully (Otisco), NY 13159 from 9:00 AM -1:00 PM Tuesday-Thursday) up until August 26, 2024.

COMPLETED ABSENTEE BALLOTS MUST BE SUBMITTED AS FOLLOWS:

By Mail: Addressed to the Town Clerk’s Office, 1924 Barker Street, Tully (Otisco), NY 13159 and postmarked no later than August 26, 2024, and received by the Town Clerk no later than September 3, 2024.

In-Person: Delivered to the Town Clerk’s Office and deposited in the mail slot located at the front door of the Town Clerk’s Office by the close of polls at 9:00 PM on August 27, 2024.

NOTICE OF FILING OF COMPLETED ASSESSMENT ROLL WITH CLERK AFTER GRIEVANCE DAY

(Pursuant to Section 516 of the Real Property Tax Law)

Notice is hereby given that the Assessment Roll for the Town of Otisco in the County of Onondaga for the year 2024, has been finally completed by the undersigned Assessors, and a certified copy thereof was filed in the office of the Town Clerk on the 1st day of July, 2024, where the same will remain open to public inspection.

NOTICE OF PUBLIC HEARING ON THE ENACTMENT OF A TOWN OF OTISCO LOCAL LAW ABOLISHING THE ELECTED POSITION OF TAX COLLECTOR AND COMBINING THE TAX COLLECTOR’S DUTIES WITH THE DUTIES OF THE TOWN CLERK

PLEASE TAKE NOTICE that the Town Board of the Town of Otisco, New York (the “Town”), will meet at the Town Hall, 1924 Barker Street, Tully, New York 13159 on July 8, 2024 at 7:00 o’clock P.M., for the purpose of conducting a Public Hearing to consider the enactment of a Local Lawabolishing the elected position of Tax Collector and combining the Tax Collector’s duties with the duties of the Town Clerk.

A copy of the proposed Local Law and accompanying documents have been filed in the Office of the Town Clerk where they are available for public inspection and copying at the regular copying charges during normal business hours at the Town of Otisco Town Clerk’s Office at 1924 Barker Street, Tully (Otisco), New York 13159. At such Public Hearing, the Town Board will review the proposed Local Law and will hear all persons interested in the subject matter of the proposed Local Law. All persons will be given an opportunity to be heard. Written and oral statements will be taken at that time. Time limitations may be imposed for each oral statement, if necessary.

PLEASE TAKE FURTHER NOTICE that the Regular Monthly Town Board Meeting for July 8, 2024 will be held on July 8, 2024 immediately after the Public Hearing to consider enacting the Local Law abolishing the elected position of Tax Collector and combining the Tax Collector’s duties with the duties of the Town Clerk.

OTISCO LEGAL NOTICE

The Assessors will be in attendance with the Tentative Assessment Roll May 16th and May 21st from 6 to 7:30 pm and May 18th  from 9:00 to 10:30 am at the Otisco Town Hall, 1924 Barker Street, Otisco, New York for your convenience. 

 The Assessment Board of Review will meet May 28, 2024 from 5:00 pm to 9:00 pm at the Otisco Town Hall to hear and examine all verified written assessment complaints.  A copy of the Tentative Tax Roll will be left with the Town Clerk May 1, 2024 where it may be seen during normal business hours.

PLEASE TAKE NOTICE that the Town Board of the Town of Otisco, New York (the “Town”), will meet at the Town Hall, 1924 Barker Street, Tully (Otisco), New York 13159 on Monday, April 8, 2024 at 7:10 P.M, or upon conclusion of the Public Hearing to consider enacting a Solar Energy Systems Local Law, whichever is later, for the purpose of conducting a Public Hearing to consider the enactment of a Mass Gatherings Local Law.

A copy of the proposed Mass Gatherings Local Law for the Town of Otisco, County of Onondaga, State of New York, is filed in the Office of the Town Clerk where it is available for public inspection and copying at the regular copying charges during normal business hours at the Town of Otisco Town Clerk’s Office at 1924 Barker Street, Tully (Otisco), New York 13159 (See Town Directory at Townofotisco.com for the Town Clerk’s regular business hours). At such Public Hearing, the Town Board will meet on and review the proposed Local Law and will hear all persons interested in the subject matter thereof concerning the same. The Tax Collector now has a drive through window located on the South side of the Town Hall (right side as you are facing the Town Hall) at 1924 Barker St., Otisco, NY 13159 for the transaction of tax related business during the Tax Collector’s business hours (please see Tax Notice under Legal Notices on this website for the Tax Collector’s hours.

New Time for Town Board Meetings

Please note that the Town of Otisco Town Board’s regular monthly meetings starting times have
been changed from 7:30 PM to 7:00 PM.

Regular Town Board Meetings are held on the 2nd Monday of the month commencing at 7:00 PM
(except for the month of November due to budget meetings. The date and time of the November
Town Board Meeting is established by the Town Board at the October Town Board meeting).

Regular Town Board Meetings are open to the public and are held at the Town Hall located at
1924 Barker Street in Otisco, New York.
